The refund goes to the party listed as the IOR on the CBP Form 7501. If your supplier imported the goods and is the IOR, they're the ones who can file the claim directly.
However, if your supplier passed the tariff costs on to you through higher prices, you may have options under contract law — including unjust enrichment claims or renegotiated pricing agreements.
